About BCSA Advisory Committees

BC Safety Authority (BCSA) is recruiting members for each of its Technology Advisory Committees and one new Public Safety Advisory Committee. Advisory Committees are formal advisory groups created to facilitate consultation within and across the technologies overseen by BCSA. Their role is to identify and to advise BCSA on issues related to:

  • Technical safety
  • Regulatory improvement
  • Service delivery

Advisory committees are not decision-making bodies but can provide recommendations to BCSA for consideration.

Term

Technology Advisory Committee members may serve up to two three-year terms. Each spring, a review of membership tenure and a sector needs assessment will be conducted by BCSA and the Committee Chair. General criteria for renewal is based on member attendance, participation, expertise currently required, and sector diversification.

The initial term for the Public Safety Advisory Committee is one year and members may have their term renewed for an additional term of one to three years.

Remuneration

Membership on the Technical Advisory Committees and Public Safety Advisory Committee is voluntary in nature. However, members will receive reimbursements of travel expenses based on BCSA’s schedule of approved expenses.

Technical Advisory Committee (TAC)

BCSA seeks a broad range of expertise and experience on its Technology Advisory Committees. Members bring their independent, well-rounded expertise to the Committee as representatives of their industry sector by providing unbiased input and advice.  Members do not formally represent any affiliated association, group or organization. Prospective committee members should have the following general qualifications:

  • A solid professional reputation within the safety system and community;
  • Strong ethical standards and personal integrity;
  • Practical knowledge of, and experience in the specific technical area (e.g., elevating devices);
  • Understanding of the provincial safety system and general principles of public and worker safety;
  • Ability and willingness to address issues in a non-partisan manner, while considering the opinion of others and working as a team member;
  • Willingness and ability to attend and participate actively in discussions.

Public Advisory Committee

BCSA is seeking building and equipment owners, students and members of the general public to participate in a Public Safety Advisory committee aimed at involving individuals without a technical background in discussions around technical safety and BCSA’s service delivery. Prospective members of the Public Safety Advisory Committee should have the following general qualifications:

  • An interest in participating on an advisory committee and a passion for engaging on issues that matter directly to British Columbians;
  • An interest or connection to technical safety but not necessarily a technical background;
  • Demonstrable experience or background in one of the representative areas;
  • Willingness to learn about and engage with the provincial safety system and general principles of public and worker safety;
  • Strong ethical standards and personal integrity;
  • Ability to review background information and provide constructive and critical feedback.

Electrical Technology Advisory Committee (5 positions open)

  • Associations (1 position open) – special consideration given to associations who represent electrical contractors and/or other members of the electrical industry.
  • Contractors (2 positions open)  – special consideration given to contractors who are certified individuals and those who are well connected within the electrical contractor community. Special consideration will also be given to smaller contractors.
  • Asset owners (1 position open) – special consideration will be given to representatives from the pulp and paper industry or representatives with diverse backgrounds.
  • Utilities (1 position open) – must have technical expertise.

Gas Technology Advisory Committee (5 positions open)

  • Building owners or managers (1 position open) – special consideration given to individuals who hold operating permits for industrial or commercial establishments or dispensaries (e.g., gas stations). 
  • Contractors (1 position open) – special consideration given to smaller service contractors, particularly those who are also certified individuals and/or distributors. 
  • Education/Training (1 position open) – special consideration given to individuals with a technical background. 
  • Utilities (1 position open) – special consideration given to individuals who represent large utilities companies in BC and hold an operations management position or manage service technicians in the field.
  • Manufacturers (1 position open) – must have technical expertise.

Elevating Devices Technology Advisory Committee (6 positions open)

In the Elevating Devices Technology Advisory Committee, we are recruiting individuals with a wide background of experience in the industry and are particularly interested in receiving applications from individuals who work in different regions of the province.

  • Consultants (1 position open) – special consideration will be given to individuals with a wide background of experience in the industry.
  • Disability/private residences (1 position open) – special consideration will be given to disability service elevator installers/manufacturers/maintainers.  
  • Installation and Service Contractors (1 position) – special consideration will be given to service contractors (non-manufacturing). 
  • Manufacturing contractors (2 positions open) – special consideration will be given to individuals who represent larger companies.
  • Labour (1 position open) – special consideration will be given to individuals with a wide background of experience in the industry. 

Boiler Technology Advisory Committee (4 positions open)

  • Consultants (1 position open) – special consideration given to individuals with professional expertise (i.e., engineers or architects).
  • Industry representatives (2 positions open) – special consideration given to individuals with expertise in propane and/or refrigeration.  
  • Asset owner (1 position open) – special consideration given to asset owners with complex installations.

Public Safety Advisory Committee (8 positions open)

  • Large Asset Owner, Institutions or Commercial Properties (1 position open) – special consideration will be given to larger asset owners such as public institutions or large commercial properties who hold a significant number of BCSA operating permits, alternative safety arrangements, or complex and integrated equipment.
  • Small to medium asset owners (1 position open) – special consideration will be given to asset owners who hold between six and fifty operating permits of any kind.
  • Property developers (1 position open) – special consideration given to property developers from the various regions of the province. 
  • Residential property managers or owners (1 position open) – special consideration will be given to representatives of condominium, strata, nonprofit, or cooperative housing associations. 
  • General public (3 positions open) – special consideration will be given to representatives of labour organizations, neighborhood or community organizations, business associations, and individuals with an interest in technical safety.
  • Student or apprentice (1 position open) – must be a student or apprentice in a technical program or a program related to the technologies and industries that BCSA regulates.
