Suspension of Canadian Rail Operating Rule (CROR) 862.1
Under the authority of the Administration Delegation Regulation and the Railway Safety Adopted Provisions Regulation: Section 33 of the Railway Safety Act (RSA) the BCSA issues the following Safety Order to the named provincial railway.

A number of incidents have occurred where foremen in possession of follow-up Track Occupancy Permit (TOP) issued under Rule 862.1 of the Canadian Rail Operating Rules (CROR), have put themselves on a track in the path of an oncoming train. These incidents could reasonably have resulted in a situation where a person could have been injured and constitute a threat to safe railway operations.
In response to Transport Canada’s Order MO16-01 dated June 15, 2016 which requires the restriction and subsequent suspension of CROR Rule 862.1. BCR Properties Ltd. is ordered immediately to stop using Rule 862.1 of the CROR or cause Rule 862.1 of the CROR from being used to issue a follow-up TOP.
Any railway that fails to comply with this Directive will be subject to enforcement measures under the Railway Safety Act of British Columbia. The railway is responsible for safe railway operations under their approved SMS.
