This safety order is being issued pursuant to section 31 of the Safety Standards Act. A person affected by this safety order may appeal this order, in writing, to the Safety Standards Appeal Board in accordance with Section 51 of the Safety Standards Act. It is an offence under section 72 to not comply with a safety order.

Part 1: Details of Regulated Work or Regulated Product

This safety order is being issued in relation to a specific regulated product.

An incident involving a guest falling from height while riding a zipline has been reported to the British Columbia Safety Authority. It has been determined that the guest did not have their harness properly fastened to the trolley prior to launch from the departure platform. As a result of failure to follow procedures, the guest was launched while not being properly connected and fell to the ground beneath the zipline.

Part 2: Requirement(s) of this safety order

It is hereby ordered that, effective immediately, all operators of ziplines take the following actions:

  • Review existing operational safety procedures to ensure that the processes of connecting the guest to the zipline trolley are correct, clear and concise. Safety procedures shall comply with section 8.1.3 of the CSA Z267-00 Safety Code for Amusement Rides and Devices;
  • Review training logs of all personnel responsible for launching and receiving of guests to ensure that their training is current and within company guidelines. Training procedures shall comply with section 8.2.3 of the CSA Z267-00 Safety Code for Amusement Rides and Devices;
  • A manager or training supervisor shall observe at least one launch procedure for each staff member responsible for launching to ensure that proper procedures are being followed;
  • Complete attached response form and fax to BCSA New Westminster office upon completion of requirements.

This safety order is being issued to all British Columbia amusement device contractors who are operating ziplines or constructing ziplines.
