Changes to the BC Safety Authority Application Forms for Reciprocal Registrations

Topic: Change of application forms for registration of reciprocal designs

BC Safety Authority is working to improve its processing times with respect to the reciprocal registration of boiler, pressure vessel, heat exchangers and fitting designs as well as to clarify the responsibilities of applicants. This information bulletin is being issued to inform clients of changes to the application process for reciprocal registrations.

In accordance with section 82 of the Power Engineers, Boiler, Pressure Vessel and Refrigeration Safety Regulation, equipment designs must be registered with the Provincial Safety Manager.

A reciprocal design registration is the act of registering a design that has been previously registered by another Province. The design has been issued a Canadian Registration Number (CRN) and supporting documentation from another Province exists that defines the previously registered design.

It is the responsibility of the applicant to ensure that the submitted design to be registered complies with the applicable codes and standards and that the application is complete. For reciprocal registrations, the applicant is also responsible to ensure that the design submitted to BC Safety Authority conforms to the design that has been previously registered with another Province.

A complete application contains all drawings, specifications, calculations and other documentation necessary to demonstrate compliance to the applicable codes and standards as well as documentation that demonstrates registration in another Province.

BC Safety Authority is responsible to register designs that comply with the applicable codes and standards and issue the appropriate registration numbers, such as a Canadian Registration Number (CRN). BC Safety Authority may reject applications that are found to be incomplete or not compliant to the applicable codes and standards.

Effective immediately, the following changes are made to the design registration process:

  • Supplement forms for reciprocal design registrations have been produced for each design category of equipment that may be registered as a reciprocal.
  • The applicable supplement form must be completed, signed by the applicant and submitted with each application for a reciprocal design registration.

The supplement form requires the applicant to identify the applicable codes and standards, basic design data and to declare that the submitted design conforms to the design registered by another Province.

This change to the application process reinforces the responsibilities of applicants and will result with improved processing times for the reciprocal registration of designs.
